The idea of having a representative in the street sounds pretty weird. echoing early turn of 20th Century Communist ideals which as we know now it landed not just the streets but the population of Russia in fear and entrapment. I think Rosie what you maybe aiming at is genuinine old fashioned neighbourlisness which is based on spontaneous care and support. This only happens when there is unconditional love. Love your other ideas and ideals. Keep going.
